Thorius Flaccus served as proconsul of the province of Bithynia under Augustus. He is only known from his coin issues at Nicaea (RPC 2027-30) and Nicomedia (RPC 2062-3). M. Grant, in FITA (p. 384), listed his dates in office as 29-28 BC, but this was based on an assumed similarity in portrait with a cistophorus minted in 28 BC, which has now been discounted (see RPC p. 337).Jul 23, 2008

Prusa was apparently the only provincial mint to strike coins for Julianus and his family, and the Recueil General knew only one specimen for Julianus himself, that in the BM. The elevation of Julianus in Rome caused the revolt of Pescennius Niger in Syria, but obviously there would have been a period of two or three weeks in Bithynia in mid-late April 193, between the announcement of Julianus' elevation and the arrival of news of Niger's revolt.
