RPC 2646 (itself apparently unique) is different in several respects: both obverse and reverse legends run in opposite directions, with the ethnic being completely behind the bust of Augustus, there is no star on the reverse, and the bust of Caius is enclosed within a wreath. The reverse of the current coin is of the same design as that of the obverses of 2649 and 2650, dated to ca 2 BC, and provides a link between RPC 2646, dated very tentatively to ca 10-5 BC, and the supposed later types. All are very likely from the same issue, which is probably no earlier than 2 BC.

RPC (p. 492) notes: “A very large number of ‘magistrates’ sign the coins (of Philadelphia) under Caligula: fifteen are certainly attested for his four-year reign. They give themselves various different descriptions and titles: priest of Germanicus, Olympic victor, philopatris, grammateus, and in a number of cases philokaisar. The impression created by this variety is that the persons are mentioned just as individuals rather than as holders of any specific magistracy; alternatively, one might think in terms of a board of some kind, as at Hierapolis.”

Herakles standing r. resting on club with r., lion's skin on shoulder, wreath in l.; on r. Hesione standing l., holding dress with l. hand and raising r.; sea-monster between them. gVF.

This is a new theme for the coins and not a tactful one. Laomedon had cheated Poseidon of his promised hire for building the walls of Troy and Poseidon sent a sea-monster to ravage the land. In response to an oracle Laomedon sought to avert disaster by chaining his daughter Hesione on the sea shore to be the monster's victim. Heracles, arriving in the Troad in connection with the Argonautic expedition or in pursuit of the girdle of the queen of the Amazons, killed the monster and rescued the maiden. Laomedon promised him, as a reward, the horses which Zeus had given him, but when he went back on his promise, Heracles later assaulted and captured the city. The Trojan part in this affair is far from edifying and it is not surprising that the story was dropped from the repertory of the die-sinkers (A.R. Bellinger, Troy, The Coins. Supplementary Monograph 2, University of Cincinnati, 1961, p.64).
