The portrait on this particular issue is thought to be Attis, the consort of Phrygian Kybele. The androgynous Kybele/Agdistis was castrated by the gods. From the severed parts grew an almond tree from which Attis sprang. Attis appears infrequently in Greek art, but he was raised in status when the Romans adopted the cult of Kybele.

The ‘Perseus’ emissions are known for denominations of stater through 1/96th. Most examples do not capture the whole ‘scene’ - commonly either the head of Perseus or Medusa being off the flan. According to Xenophon (Hell. 3.1.6), the cities of Teuthrania and Halisarna were ruled by the brothers Eurysthenes and Prokles as a hereditary territory that had been awarded to their ancestor, the exiled king of Sparta, Demaratos the Lakedaimon, by Xerxes for accompanying the Great King on his Greek expedition (see Hdt. Book 7 for the relationship between the two). The hereditary rule of Teuthrania and Halisarna by the direct descendants of Demaratos, among whom were Eurystenes and Prokles – namesakes of the twin ancestral establishers of the Spartan royal line, suggests that these rulers were not satraps, but local dynasts (for a bibliography of the discussion on the differentiation between satraps and dynasts, see O. Mørkholm, “Pergamene Coins in Copenhagen,†in Studies Mildenberg, p. 182, note 2). Thus, this is one of the earliest depictions of a Greek ruler on a coin.

While the portrayal on the obverse of this coin may be either the individual Axiochus or the Demos of Miletopolis, the obverse inscription makes it clear that this coin was struck to honor one of that city’s benefactors. By following Greek epigraphic convention, the name of the dedicatee (AXIOCON) is placed in the accusative case, while the verb of dedication is not indicated, but implied: “The Demos honors Axiochus.†Just who this Axiochus was remains a mystery. The name is not unknown in the Greek world (a dialogue of the same name ascribed to Plato is known), and several Romanized Axiochi are attested in inscriptions and graffiti (cf. CIL VI.13.19 - Sex. Pompeius Axiochus). What is clear is that Axiochus was one of the numerous euergetai, or benefactors of the Roman Empire: wealthy individuals who supported public projects, or liturgies, in their hometowns.

At times identified as Phobos, the personification of terror, the figure may also be the Mithraic divinity Areimanios (Ahriman) as argued by Bivar, "Mithra and Mesopotamia," Mithraic Studies (Manchester, 1975), pp. 275-89.
